i have already reset the network setting, reseted my modem, shut down at least 5x today, and it STILL DOESNT WORK.

Can't connect to what? Cellular, WiFi, Bluetooth, Hotspot?

All the four Cellular, wifi, Bluetooth, or hotspot are independent issues.

Bluetooth --> If you can't connect a Bluetooth accessory to your iPhone ...
WiFi --> If your iPhone, iPad, or iPod touch won't connect to a Wi-Fi ...
