How to turn off exercise goal completion on apple watch

I have turned off all notifications for the activity app on my apple watch but am still getting a notification that I have met criteria for completion of the exercise goal. I have gone back into myWatch settings for both Activity and Notifications and turned this off in those ( the resulting screen looks identical in both):

Another person had asked about this, and was told to go to both those places in the Watch App, but, for me, this did not solve the problem. I find it annoying to be on a run or walk and get a notification that I have met this exercise goal. How in the world to I turn it off???

I have an apple watch 4 (version 6.2.8).

Thanks for using Apple Support Communities! With notifications turned off, you definitely shouldn't see them. We want to help with this. Since this began, have you restarted both your iPhone then your Apple Watch? If not, let's do that now as restarting can resolve many issues:

If you still see those notifications for the Activity app, let's turn on the notification (in both places), restart both devices, turn the notifications off once more, then test the issue again. If you do happen to see the notification again, follow the steps under "How to change how you get notifications on your Apple Watch" and choose "Turn Off on Apple Watch" from here: Notifications on your Apple Watch
