So, if I understand correctly, unless you pay a subscription (either Apple Music or iTunes Match) there is not way to play your uploaded CDs on anything except for the computer where your iTunes library resides. Do I have that correct?

No. Not at all. Why do think this?
You can still sync your iTunes Library with an iOS device using iTunes/Finder. Same as always.
A paid subscription to Apple Music or iTunes Match will get you an iCloud Music Library where you can stream your library over the internet to your iOS device. Different features and they cost money to provide.

Except there is no iTunes only Apple Music and the phone doesn't show up.
My music was on the cloud but it only partially downloaded to my my new laptop until I paid as subscription. Not happy. The music comprised of my cds I had diligently loaded onto my previous macbook pro.
You can still sync ripped tracks from a computer without any issues. Apple Music does bring some bugs to this process and better choose smth one, or use Spotify/third-party media player, but you still can do it.
Does anyone know how I can upload a song on my iPhone to my MacBook Pro? I don't see why I would have to pay for iCloud Music when I already own the song which I purchased. All I want to do is transfer it to MacBook from my phone. Does anyone know how to do that?
If using MacOS Catalina, you use Finder to sync content to an iPhone or iPad -> Use the Finder to sync your iPhone, iPad, or iPod with your computer - Apple Support
