iPad Air, iOS 11
An iPad - even one with cellular data hardware - cannot connect to the voice/SMS/MMS portion of the cellular network, only the data portion. If it has a data connection, either wifi or cellular, to the internet, it can send through the iMessage system to other Apple users, but not to emergency services.
If you also have an iPhone on the same Apple ID, you can set the iPhone to act as a relay between the iPad and the SMS/MMS system. I have not tried using that link for emergency services.
