Hi, welcome to the Apple Users Community.

Hit (⌘,) Command+Comma to open Mail Preferences, then click the Rules Tab on the far right of the prefs window. Click the top Rule then hold the shift key and click the bottom Rule highlighting all Rules, hit Remove and you should be all good.
