I can't save documents to my desktop without purchasing iCloud storage

why can't I save documents to my desktop without purchasing iCloud storage despite this being a new mac book air? Since when is iCloud being forced on Apple users?

You shouldn't have to purchase iCloud storage as you already have 5GB of free storage with your Apple ID. To turn off iCloud storage for your desktop and documents, go to System Preferences, Apple ID, iCloud, iCloud drive and select Options. Uncheck Desktop & Documents Folders.
