No service / after updating My Ios to latest version

After i update my iphone 5s to latest version of My Ios to 12.4.8 I cannot use my cellular Data

it says that Cellular Data Update failed No service Need to update to latest version so that i can use my cellular data again.

like what ive said i already updated it to latest version

If you see an Update Failed or Apple Pay Not Available alert after iOS update or restart - Apple Support
