I know it is possible to back up iPhone to iCloud. My question is, from the iCloud back up, can you use another device (use mac) to sync the all photos backed up from iCloud to iCloud Photos (so all other device can see the photos) ?

No.
An iCloud backup can only be used by an iOS device to restore.
