iphone Xr only charging while dead and powered off

I have cleaned out my charging port, checked my cable for damage, reset network settings, and hard reset my iphone xr. Still, my phone isn’t charging. My phone only charges when dead and powered off, and very slowly. What should I try next?

Can you please go to Settings > Battery > Battery Health? What is the maximum capacity of your battery?
