iPhone Not connecting to network provider.

Hi, my IPhone is not allowing me to change my network settings. I have contacted my network provider and they cannot help me. I have also tried restarting all my network settings and wiped the whole devise and started a fresh and nothing... please help as I have no idea what else to do. This is shown in the images below.
