Can a broken iMac fan keep it from restarting?

when I start up my iMac it shuts off after half way through the progress bar.

can a broken fan be the cause?

iMac 21.5″, macOS 10.13

Fan running on my iMac mid 2011 After a sleep session Mac refused to start, it took a while to get started and now the fan is running very noisily all the time. Also it seems to have slowed down its response to commands.
