Lost photos every device

I have lost all of my photos within iCloud, on my Mac, and on my phone prior to July 2020. There are about 10 years of photos. Where are they?

The Mac and iPhone are signed in with same Apple ID and password on the same network and photo application box is turned as on in iPhone and Mac they are syncing with iCloud https://support.apple.com/en-eg/guide/icloud-ipad/mmb1de40d9/icloud

And if you delete photos from iCloud https://support.apple.com/guide/icloud/delete-and-recover-photos-and-videos-mm08b49040b5/icloud they are deleted and moved to recently deleted and kept only for 30 days after the time period the photos are erased from iCloud server , as syncing was turned on the same photos were reflected in iPhone / Mac , since they are deleted from server they will be not visible in iPhone / Mac as you said 10 years have gone by .
