I go into my iCloud settings and try to enable messages on iCloud using the toggle switch, but it won't let me. I tried to enable Safari, Home, Health, Game Center, and Siri and had the same results. I am on an iPhone XR.

Have you tried a restart - Restart your iPhone - Apple Support?
From looking at the fine print in your signature it would appear that you're on iOS 14 which is possibly why this is occurring.
Yes, it worked for a split second before it disabled it again and continued the problem.
Possibly...I'll report it in Feedback and hopefully the next update fixes it.
