The iTunes application gives you access to iTunes Store movies and TV shows for buy or rent. It does not give you access to the other content of the Apple TV app, like Apple TV+ featuring Apple Originals, or licensed third party Apple TV app Channels. Unfortunately, there is no Apple TV app for windows.
Without the Apple TV app, you can still watch Apple TV+ on your PC, through the website tv.apple.com. Sign in to the site with your Apple ID account in the upper-right corner.
