Unfortunately, if you are using an iPhone 6, you will not be able to avail yourself of the new reset procedure introduced in iOS 13.

Also, if your Screen Time pass code was set by someone other than you, such as by a school administrator or parent, then only that agent has the ability to change or remove Screen Time settings.

In case the forgotten pass code was created by you, you can restore a backup created at a time before activating Screen Time or you can erase your phone and start again. Good luck.
