Two Mail Rules for Same Email Address

Is there a way to have a mail rule applied to incoming mail first so that it is routed to a certain folder then the rest of the email go through other filters. My situation. I want all of the emails that come from a particular sender say "bla@bla.com" to go to this one folder, say "Pol" that is addressed to say test@icloud.com and all of them are sent to say "biz@icloud.com" and I want all of the ones that are not from "bla.bla.com" to go into a folder named "Biz". Is there a way to do this. I was thinking that there was a possibility of setting up the rules so that Mail goes through them in a certain order and I could do it that way.

Is it supposed to go to the rule at the top first and then go down or go to the bottom first and then go up. I ask this because I have the rules placed for the email to hit the one above the other and follow that rule first, but it is doing the opposite. I have tried placing another rule that is the same thing below the other rule in the list to see if it makes a difference.
