I can not open the settings

I have iPhone 7, I cannot open the settings, I tried everything. Restart the phone, delete some apps to have some storage, I press the low sound button with the lock button.

I did all of that and it's still not working, I need to open the settings to make an update.

If you have a Mac or a PC with itunes use it to update the iOS
