I continue to get the message "Your account has been disabled in iTunes and App store. I have reentered my CC information and it does not go off. Please advise.

Contact Apple support. See the instructions in: https://support.apple.com/en-us/HT208856
For this issue you do need to contact Apple directly to talk to their billing department. Removing or changing your billing payment won't fix it. If you did a charge back or payment dispute, for example, that would disable the account requiring you to talk to them. If you didn't do that, then you need to talk to them to see what happened.
