Any Access to a Newer Mac?

You have macOS 10.11 El Capitan installed. Is that what you want to install? Use another person’s Mac(with their permission to do so) to create a macOS 10.11 El Capitan version of a USB Bootable Installer. Doing so, you would be just fine to proceed with an installation, once one is created.

What to Do:

A. Terminal is the Application:

Use Terminal to create it. Ask someone (i.e Friend, Coworker, Family Member, Peer, etc.) for permission to use their Mac to create it.

B. Try Terminal on the Mac:

Boot into Recovery Mode (Hold Down: command + R) upon boot, go to the Utilities menu (Top of Screen), Select: Terminal. For the correct command, go here: How to create a bootable installer for macOS - Apple Support

C. USB Bootable Installer:

Use a 16GB USB Flash Drive for the USB Bootable Installer
