Why can’t HomePod work as a Bluetooth speaker for streaming music? I want to listen to streaming service content From my iPad like a normal bluetooth speaker... how can I do that?

HomePod uses AirPlay over Wi-Fi rather than Bluetooth. See Use HomePod with AirPlay - Apple Support.

Have you tried using Airplay to send audio from your iPad to your Homepod?
From the iPad Control Panel select the Airplay icon. This should then display you choice of Airplay devices. In the image below I have "StereoHomepods" as a choice

Some apps may prevent streamed content from being sent to HomePod, but I've just picked a random video on the YouTube website (not the app), then used the control center on my phone to route content to my HomePods. Works perfectly.

you can let apple know how you feel using their feedback channel
a reason they may not have included the feature is the bluetooth profiles a2dp used for audio has not ability to sync the music between devices, this can make movie audio image audio out of sync and in case of bluetooth 5 enabled devices the option of several Bluetooth speakers not play in sync.

So if I have content delivered over the internet, i.e. a web stream, there is no way to get that from our iPads to play on the HomePod? For a premium-priced “smart speaker” to lack that functionality seems kinda stupid. I was thinking about buying a bunch of these to go around our house, may need to consider other options.
