When logging onto a new device I am requested to enter a passcode from a device that is no longer on the iCloud account being used. Why is iCloud asking for verification from the device is no longer associated with the iCloud account?

You are welcome. If the account has 2 Factor Authentication enabled, is it asking for a verification code? See if anything here helps.  If necessary, you can use account recovery as explained in the link at bottom of the article.

I don't know of a document that covers what you are trying to do.
