When logging onto a new device I am requested to enter a passcode from a device that is no longer on the iCloud account being used. Why is iCloud asking for verification from the device is no longer associated with the iCloud account?

You are welcome. If the account has 2 Factor Authentication enabled, is it asking for a verification code? See if anything here helps. If necessary, you can use account recovery as explained in the link at bottom of the article.
Verification code - how to get one and sign in with two-factor authentication.
I don't know of a document that covers what you are trying to do.

I appreciate the response.
Regarding a restore, I don’t know. Our church has several devices connected to the same account. I’m trying to remove all devices then only add devices that need access.
Where is the best source of documentation for this topic?
Thank you,
Did you restore a backup of that device to your new device?
