how to stop it.

Tap Settings. Do you see "Finish Setting up you iPhone" on the top of the screen? If so, tap Finish Setting Up Your iPhone > and tap (I realize its counterintuitive), but tap "Set Up Apple Pay" and then tap "Cancel."

Thank you very much, JDee. Notification has disappeared! So easy once you know how. And, as you say, it was counter intuitive.
