The system(iOS) is taking up around 13 GB of space on my iPhone. Why is that? The system should not be using this much space, I think?

I have an iPhone XS Max with 256GB Storage Space and System files are at 11GB. Your 13GB does not make things abnormal. I believe that 8GB - 15GB worth of system files is normal based on MY experience. I have an iPhone 7 running iOS version 13.6.1 and the System files on it is 8GB however it has no third party apps installed.
System files consist of the iOS itself and any other additional files necessary to keep the iPhone and the related functions operational. Each user will have different measurements based on individual habits, iOS version, iPhone Model etc.

Yeah I checked my other devices that are around the house consisting of iPhone 7 - 8GB with iOS 13. iPhone X - 11GB and an iPhone XS Max - 11GB. Checked one iPhone 11 Pro - 13GB. Of course, I have no proven way of accounting for that space.
In your defense, I am sure that we can find another household with iPhone devices which match around 6GB - 7GB. I really never bothered looking at it because I always bought a new iPhone with maximum available space.

Hello everyone, thank you for responding. My concern is that I have an iPhone 6S(16GB), and I am attaching screenshots for further clarification. There is no space to download any app because the system is taking too much space. How do I deal with this? (Do not have the budget to buy a new phone as of now)
I didn't know that System storage also varied.. mine sits parked at ~6.7 GB the whole time I've had iOS 13
not sure what phone you have or what iOS your are running.. but no, system should not be taking up 13 GB.
You can try updating to 13.6.1 if you have a compatible phone (iPhone 6s and newer)
