Lost Apple Music library after signing out of and back into iCloud

So I signed out of my iCloud account earlier today, and when I signed back into it, I found that my entire Apple Music library was gone. As a matter of fact, it is prompting me to join Apple Music, when I have had an active membership for more than three years. I have tried signing out of and back into iCloud again and that hasn't worked. I've tried restarting my phone and that hasn't worked. I tried synching my iPhone X (iOS 13.6.1) with my MacBook Pro (Catalina 10.15.6) and that hasn't worked (My Apple Music library is unaffected on my laptop, so I figured synching the two together would be an easy fix). I also don't have the option to toggle the iCloud Music Library setting. Not sure what direction to take this. I provided some screenshots to clarify my issue. Any help would be appreciated.

Thank you for using Apple Support Communities! It sounds like your Apple Music library has disappeared after signing out of the Apple ID used for iCloud on your iPhone. You're in the right place to find a resolution.

When you Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac, it is expected behavior that you'll lose access to certain Apple services and features. For the Music app specifically, this means any music that's been synced to the iPhone using Sync Library will be removed. To help get your music back on the iPhone, we'd like to have you try the following steps next:

Confirm the Apple ID email address that you've subscribed to Apple Music with and that your subscription still shows as active: Change your subscription plan - Apple Support
Sign in to Settings > iTunes & App Store with this same Apple ID on the iPhone.
Turn on Sync Library on the iPhone: Turn on Sync Library with Apple Music - Apple Support
