Back-forth swipe over home button?

I just got an iPhone SE 2020. I have noticed that when I swipe over the home button right-left-right, left-right-left, top-bottom-top, etc the whole screen drops exposing an empty area with an “up” chevron at the bottom. I can’t find any documentation that addresses what this is doing or is for. Any info would be appreciated. See screen capture below:

A triple tap on the home button, which is what you're effectively doing, invokes reachability...

That allows you to more easily reach things at the top of the screen with your thumb so you don't have to use 2 hands.
