how do i start up my ipad if itunes is gone
i am trying to open my old ipad. It says Ipad disabled, connect to itunes. im trying and nothing is happening. how can i just restart or reboot this ipad and start fresh?

These are the only steps you can perform in such a situation:--> If you forgot the passcode on your iPad, or your iPad is disabled ,keeping in mind that if you don't have a recent backup, you'll lose everything on your device.

If you mean that you are using a Mac with macOS Catalina where iTunes was replaced, it uses Finder instead of iTunes. See instructions in If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support
