Storage Full

My IPHone XS Max storage (64GB) is showing that it is full.

It shows that mainly my Apps are taking up most of the space, followed by my pictures and then "Other". I have had these same Apps for a long time and don't know why all of a sudden they are causing problems now. I deleted or offloaded many Apps and deleted message attachments and it doesn't make much of a difference. I can't access my emails, voicemails, messages or Instagram or Facebook. I can't even manage my storage, as I get kicked out of settings. My phone freezes up all the time. I don't want to upgrade now, as I am waiting for the 5G phone that will come out in November.
