playlists on iTunes Match

It isn't clear from what you've posted so if the computer you're working with previously held your library. If not then there is no point looking for a previous library to restore. Your playlists are stored in your iTunes library, and any device that syncs with them. If you have an active subscription to iTunes Match or Apple Music they will also be uploaded to iCloud Music Library, but starting the service now cannot recover data that you lost a year ago. If you have a device with playlists on it see Recover your iTunes library from your iPod or iOS device - Apple Community, otherwise you are just going to have to start over from scratch.

As noted previously if you were a subscriber to iTunes Match and allowed that subscription to lapse then after 30 days you won't get back your original music or playlists. Hi,

Itunes match scans your library to determine what can be matched or needs to be uploaded. It will only add existing playlists to your iCloud music library. If you previously had iTunes Match, you will not be able to retrieve previous library. Apple only keeps library for up to 30 days after the subscription ends.
