playlists on iTunes Match

Good afternoon. I'm about a year behind in realizing that iTunes changed. Earlier today, I subscribed to iTunes Match in order to get my old iTunes playlists back. But I can't find them. What am I doing wrong?

Windows, Windows 10

It isn't clear from what you've posted so if the computer you're working with previously held your library. If not then there is no point looking for a previous library to restore. Your playlists are stored in your iTunes library, and any device that syncs with them. If you have an active subscription to iTunes Match or Apple Music they will also be uploaded to iCloud Music Library, but starting the service now cannot recover data that you lost a year ago. If you have a device with playlists on it see Recover your iTunes library from your iPod or iOS device - Apple Community, otherwise you are just going to have to start over from scratch.

See Turn on Sync Library with Apple Music - Apple Support (the steps are the same for iTunes Match) and Identify cloud status icons in your music library on your Mac or PC - Apple Support to ensure that you've set up Match to capture your media and playlists going forward, that they sync to any iOS devices you have, and so you can check that your music files are matched or uploaded properly.

As noted previously if you were a subscriber to iTunes Match and allowed that subscription to lapse then after 30 days you won't get back your original music or playlists. See Empty/corrupt iTunes library after upgrade/crash - Apple Community for possible ways to recover lost information that is still on your computer or from any Apple device you may own.
