My tv is not allowing me to login to my iCloud. I have a gen 3 apple tv box. Its connected to the internet and I’ve tried two different accounts and it is still saying that it is ‘unavailable’ or something like that.

Could it be that you run into issues with two-factor authentication? Do you receive a verification code on a different device (e.g. your phone)?
The procedure of entering the password and verification code together in the password field can be confusing. Additionally, there is a time limit, after which the code becomes invalid.
Try this: First enter the characters of your password (do not submit yet), then manually request a new verification code, then append that code to the password (no spaces or other separating characters), and then submit.
