Will an apple watch work with an iphone that can't connect to wifi?

Hi, my iphone can't get wifi signal, it doesn't work, but the bluetooth works and it gets cellular data. Would there be any issues when pairing and apple watch with my iphone? Is the wifi signal necessary or is just the bluetooth that needs to be working for them to be paired?
