Can’t record a video due to blurring.

Is anyone else having an issue when trying to take a video on iPhone 11? Every time I go to record something it either blurs and won’t let me record at all, or I will start recording and it will cut the video off and blur again. I’ve actually screen recorded my phone doing it but not sure where I can send it to try and get this issue fixed.
