Missing calls and text message because ringer volume is low
The phone is less than a month old. The only fix I have come with so far is powering down and restarting the phone. I have a iPhone 11 Pro Max on IOS 13.6.1.

It sounds like you are experiencing issues with the volume on your device, we understand the importance of relying on notification configurations and are here to help with some recommendations that should get you headed in the right direction.
We would recommend having someone call you when your iPhone is NOT in your hands and you are not looking at it. Does the iPhone ring normally?
Then have someone call you when you ARE holding the iPhone in your hands and looking at it. Does the iPhone ring softly?
If the answer is YES to both of the questions then the iPhone is working normally, this is part of the Attention Aware Feature of the iPhone.

Specifically the section that states: "If you're looking at your device, it will lower the volume sound of your alerts."
You can turn this feature off if you want by opening Settings > Accessibility > Face ID & Attention > Attention Aware Feature, turn this OFF.
