under personal hotspot it says other devices and the second line says android-a bunch of numbers. I've never used my phone as a hotspot why would this have 13.6 mb under an android device?

That’s a device that has used your personal hotspot for Internet access over Wi-Fi.
Is this a new from the factory phone, or was it previously owned? If previously owned, was it set Factory Settings when you got it? Have you ever Reset Statistics in Settings/Cellular?
By new phone you mean no one else ever owned it? When you first turned it on a screen appeared that said “Hello” in many languages? When you go to Settings it shows your name and your Apple ID at the top of the screen?
What you describe can only have happened if either the phone was previously used, or if someone with the device with the Android-like name knows your Apple ID and password. That is the only way another device could have used your hotspot without you having to approve it. And they would have had to have been very near you.
I checked and it says my hotspot is not set up. I would have to pay more to have that option.

was a new phone, never reset.
I went through my 2gb of data in 10 days which I usually don't use in a month. Thought maybe this was why but not sure.
under cellular data Facebook is listed, under Facebook it says Personal hotspot. What does that mean?
