Mouse and keyboard not working at login screen

Hi, when I turn my computer on, the mouse will not move and the keyboard remains frozen as well. This happens on the login screen so I am unable to login to my homepage. After a few minutes, it gives me the option of "if you're having a problem entering your password, press and hold the power button on your Mac to shut it down. Then press it again to start up in the Recovery OS". If I pick this option, I pick a new password but it brings me back to the same frozen login screen as before. Has anyone else had this problem and know how to fix it? I have looked online but the simple restart command keys are not working and the login screen remains frozen.
