Apple Pay does not work on XS Max

I got a replacement phone because my 8+ was faulty. I have now have the phone above - however Apple Pay does not work.

I have checked all the settings and everything else I can think of. It just says Hold Near Reader all the time and does absolutely nothing.

Any ideas? I have already done everything that is on help topics and it has not helped.
