Transferring paid app to another apple id

You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.

You can't, content (apps, music, films etc) from Apple is tied to the account that originally bought/downloaded it, and it's not currently possible to copy or transfer them to a different account.
