Can you enable offline finding and send last location for a lost/stolen device?

My device was recently stolen and I am unable to locate it using the the "Find My" app because the device is currently offline, and the settings were not enabled for offline finding or send last location. Is it possible to update those settings without the physical device or am I s.o.l?

If it makes any difference, I also have an Apple Watch 5 that is included in my "Send From" setting within the "Find My" app...
