Has stopped recognising incoming phone calls when I try too ring out phone says incorrect number dialed ..if I dial same number stored in my phone I get through to my contact

iphone 11 My iphone will not receive calls from unknown numbers, anytime, locked or unlocked. I've looked at all the settings and mirrored them to match my wife's iphone (same phone) because she receives all calls. I need to get all calls, however annoying it can be, since we own businesses and when ADT calls for instance they call from an 800 number that is not the same every time.
