Internal Storage Folder is Empty

My internal storage folder is empty when connecting to the PC. I went through and reinstalled itunes. followed the "Import photos and videos from your iPhone, iPad, or iPod touch" instructions, reinstalled the iphone drivers on the iphone and "Reset Location & Privacy". I thought the laptop was the issue, so I tried it on 2 other computers with the same results. It seems like the iphone 8 is the issue.

Firmware is updated to 13.7

itunes: version 12.10.8.5
