It sounds like a third-party application is opened on your iPad when you open files in the Files app. We'd love to look into this with you.
Does that application open when you try to view any other content on your iPad, or does it only happen when you open items in the Files app? Just to make sure we're on the same page, are you accessing and opening files using the steps under the "Browse and open files and folders" part of this page? View files and folders in Files on iPad

It only happens, when I open files in Files App, but I just discovered, that it happens, when I am opening Word or Excel files, but not PDF files.
Yes, I am opening the files from my iCloud Drive in Files app Browse page.
I am using iPadOS 13.6. I just updated to iPadOS 13.7, and that did not solve the problem.

The Files app does not not quit. It is still open in the background.
This started a couple of months ago, and it did not happen before.
Obviously it is the Files app asking GoodReader to open the file, and I don't know why. See screenshot below.
I have been looking through all settings.
All my apps are up to date
