Why is my “other” storage full when I have barely any apps, minimum photos, and all cleared safari tabs?

Storage full? My iPhone XR has 64 G of storage and apparently I have used 63.5 G. I have literally 5 apps that barely use any storage and I have deleted all my pictures. How can I fix this??? It’s really annoying and doesn’t make any sense
