I want to know where to ask a question about Messages and attachments to texts.

Probably because your equipment line show macOS 10.13:
Ask in the OS sections that matches whatever system version your computer is running.
Absolutely not your fault. It's been much harder to change since the forum changes in Dec 2018.
I've resorted to making my own:
If you are asking about doing that on your mac then the macOS 10.13 forum would be your best bet.
