My iPhone XR won’t let me download any Apps

Unless you see a NONE option to choose in the payment methods in your iTunes/App Store account details, your account must have a verifiable payment method, even for free apps.

My iPad Pro wont let me download apps even my iPhone 11 does the same thing. It says i need a billing address when the app is free. I am confused on what to do. And my account isnt on parental thing

so what can i do to fix it? i cant remove the payment method because there's an active subscription on it
