Apps are not in your backup. You reinstall apps by downloading them from your purchase history in the App Store.

Just to add a little bit of clarity to what Michael Black correctly stated, you don’t have to restore the backup in order to retrieve your purchased apps. You can download them again in the App Store. However, if you don’t restore the backup, you will not restore the app data associated with the apps unless they are apps that you use with iCloud Drive. The files from those apps can be downloaded again from iCloud if you reinstall them.
