How to show hidden files in catalina
I did a clean install of Catalina today. command+shift+period doesn't work. What could be the problem?

That's surprising. Did you try the terminal command? I just noticed the post I referenced, there's a type-o. The initial command is setting "FALSE" which means "don't show all files." Apparently "com.apple.Finder" shouldn't be capitalized either.
Try entering this in Terminal and see what it says. This will check whether "show all files" is on or off.
defaults read com.apple.finder AppleShowAllFiles
1=hidden files should be shown; 0=don't show hidden files.
I tested this command and it changes the hidden files setting for me. Open Terminal and enter (You can triple click on the text below to copy it and then paste into terminal):
defaults write com.apple.finder AppleShowAllFiles -bool true; killall Finder
Then open a new window in Finder. Note that not all folders have hidden files to see...
I have my System preferences set like this so which means I have to hold down the Fn key to use the function keys to change brightness, sound, etc.
With that check box unchecked the Function keys work as advertised by themselves. Seems backward to me but that's how it works.
True enough. There used to be a hidden file that in every directory you opened in Finder. It held the view options, as I recall. However there's no sign of that file in Mojave or Catalina.
It's still there. Finder will not show it even if you have hidden files revealed.
When I pressed the command-shift-period , on-screen keyboard doesn't show the period key press. All other shortcuts including one you suggested command-shift-g does show the goto folder popup.
Your rollover key test works. I can hold up to 1-5.
When I checked the period key doesn't get pressed when command key is pressed.
I plugged in a bluetooth keyboard and tried, It works. The period get's pressed.
I'm trying this with MacBook Air built-in keyboard. Does it mean my keyboard is faulty? why only period key, when command key is pressed having an issue? Is this a hardware or software issue?
It is used to work earlier. I think after I updated to 2nd last update it stopped working.
That must be due to the new read only volume right? I’ve noticed the same behavior, that local hidden files appear, but, of course system files don’t. If that’s all true or not, good design, works as it was intended.
Like I mentioned earlier command-R for starting in recovery mode doesn't work. I had to use external keyboard to start in recovery mode.
command+shift doesn't product mid-dot for both built-in and external keyboard. ⌥ Opt+⇧ Shift+9 does product the mid-dot.
So, Command-R recovery doesn't work. Command+period doesn't work. Hardware or software issue?

You Need to Reinstall the macOS:
Did Command+R work on the bootup when using the new keyboard? By reinstalling the macOSwith place moved items back to where they should be, and will replace damaged system files.
1. First, Back up your Mac:
Create a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the reinstall.
2. Then, Reinstall the macOS:

Perhaps there is an app that can be made using Script Editor. You’d run it, and it would unhide items. Go Here: developer.apple.com
@sumaise, I'm not sure where this stands. It seems you said you were able to get hidden files shown from keyboard (external?) but now you cannot get Command+R to boot into recovery mode on the built-in keyboard?
If that's correct,
NOTE: I recommend you backup all your data before doing the install/reinstall. Probably do this now since you seem to be having unusual problems.
That's a strong possibility. You can run the Apple Hardware Test or Diagnostics, depending on the vintage of your MacBook Air.

cmd+shift+Fn+period doesn't work. I faced this issue and did a reinstall. Even after that no change.

It works on on-screen keyboard. I didn't any new layout in keyboard preferences. Just used the same UK Keyboard layout for onscreen keyboard.
What could be the problem with physical keyboard ?
Since I'm not on a physical ISO keyboard it's impossible to be 100% sure.
Your mid dot test in recovery via Bluetooth gives me some pause, but based on the OSD test I'm leaning toward hardware.
