I can’t restore my iPad mini 2

Hi, I’m trying to restore my iPad mini 2 to it’s factory settings but seem to have got in a loop. It appears to go through the motions of restoring when connected to my PC, but then ends up back on the ‘connect to iTunes and restore’ screen. I have tried multiple times with the same outcome.

Does anyone know what to do? Would it be expensive to get repaired as I’m debating whether to sell it as ‘faulty’ if so.
