Something's not right with the information you have been provided. I have no doubt that some government websites remain mired in the past but Microsoft Edge is the closest you will get to MSIE today.

edge is already out for mac not sure if it's final release or some beta though
if op is to really run IE then bootcamp will likely be overkill virtualbox with virtual machine would be enough, maybe an super old windows with IE6 can even be obtained free recall something like that once.
Should for some reason your needs require current Microsoft Explorer in your Mac,
you'd need to consider installing the Windows version via BootCamp. That means
either you'd also need retail Windows license. (Or use Parallels to run just browser.)

FWIW, Edge for Mac has been in release for quite awhile now. There's also a Dev & Canary version available.
Try using Microsoft Edge. If that doesn't work, contact the IRS.
No new features have been added to the Windows version of Internet Explorer for years. Even if you install Windows, the information on the IRS website is out of date.

Or try Microsoft Edge on macOS, and then try macOS Safari.
Failing that, install and use an older Windows and Explorer.

Maybe the IRS eventually gets actual funding to address this and other issues in some future budget, rather than seemingly being intentionally constrained.

Is there something on that page that is not working for you? I realize it states "E-Services is designed to be compatible with Internet Explorer 9.0 and higher only, other browsers are not currently supported" but I can't find anything on that page or the links within it that does not work with Safari.
To date I know of only one website that I simply could not get to work with Safari or anything else for that matter, but it was not an IRS site.

And that would assume newest operating systems too. As the IRS is secure; 'SSN-free' too.
This access shift is essentially a re-working of access to use their systems. How it may affect
those with home filing of Tax Forms non-electronic may likely be nearer impossible now.
As I file my own taxes, often without software; this spikes my interest ~ not which browsers.
However the system seems rigged in favor of paid professionals and newest tax software;
for those who can afford to access their systems and their gate-keepers, that may be OK.

In order to sit across a desk from an IRS official and go through your Tax filings, has required
an appointment. Use their 800# system. This scenario has changed, made more difficult, by

Didn't know because I don't use Edge, even in Windoze.
Canary is also the name of Google Chrome nightly builds. I've played with both. Not for awhile however. I get bored quickly.
