But when I tried to Activate it
They ask me for an Icloud Account I do not know

It sounds like you bought an iPhone that is Activation Locked. Activation Lock is an anti-theft measure that cannot be bypassed by anyone, including Apple. Only the previous owner can remove the lock and Apple will not help you find he previous owner. If you cannot get a refund, dispose of the iPhone properly. It is useless to you or anyone else.
