we have a product which handles captive portal,and the apple devices don't get any portal on safari and showing "503 service unavailable" is this issue with the product broadcasting the portal or apple needs to fix this?

i work for an industry which provides network solutions to large scale industries and even public wifi companies. we have our product that is capable of almost every feature. one of them is of captive portal. so the issue is, the captive portals are not shown on any of the apple devices on safari unlike android or windows system. i just want to know what is reason behind this and what needs to be changed/added in our product to fix this issue. FYI we use linux servers at the backend to run everything even the products of ours run on a linux operating system.
