When I change the speed on my video clips, it assigns that speed to all the clips. Is there a way to make each clip a different speed or is IMovie not capable of making each individual clip a different speed?

You should be able to select a video clip and change its speed individually apart from other clips, using the speed tool in the tool bar at the upper right of your screen.
Another way, is to select the clip and then control-click on it and select Show Speed Editor from the drop down menu. That will reveal a speed adjustment handle in the upper right corner of the clip. Expand your time line and slide the handle to the left to speed up the clip and to the right to slow down the clip.
